After approving an ordinance to designate the south end of Frankfort Plaza as an economic development target area, representatives from Kroger subsidiary Ruler Food requested a seven-year tax abatement to build and open a grocery store in that plaza. That request was shot down by the council with a 5-2 vote.

Of the tax abatement request, most council members, Mayor Chris McBarnes and a few members of the public seemed to be in agreement that allowing Ruler Foods to have a leg up on similar businesses in the form tax breaks would set a troubling precedent.

“In my own research, I can’t find any other business of that kind that has had a tax abatement,” said councilman Sam Paul. “At this time I can’t support anything that would give a tax abatement for this purpose. I think they should stay on the field as the others.”
